Environmental monitoring data is the basis for decision-making in environmental governance. If water injection is falsified at the source, the decision will inevitably deviate, delay the opportunity for environmental governance, and harm public interests. Starting from January 1, 2016, the Ministry of Environmental Protection implemented the "Measures for Determining and Dealing with Fraudulent Environmental Monitoring Data". According to the regulations, the Ministry of Environmental Protection will conduct a special inspection within two years to thoroughly investigate the falsification of local environmental monitoring data, especially air quality testing data. A more severe blow, aimed at counterfeit enterprises, local environmental protection departments, and localities, deserves praise. From a broader perspective, the central and local governments have invested heavily in environmental monitoring, with online monitoring networks already costing over 10 billion yuan and theoretically capable of monitoring tens of thousands of pollution sources. Among them, the atmospheric monitoring system alone invested 436 million yuan, and in 2014, a developing air quality monitoring network was established. It is in this context that some places fabricate and tamper with monitoring data in order to reduce assessment pressure. The central leadership has repeatedly issued instructions to crack down on environmental data fraud and hold accountable those who falsify numbers. Environmental monitoring data has risen to the legal level and has higher binding force. The new environmental protection law clearly stipulates that monitoring agencies should use monitoring equipment that meets standards, comply with monitoring norms, be responsible for the authenticity and accuracy of monitoring data, and punish those who tamper, forge, or instigate tampering or forgery of monitoring data, and pursue legal responsibility. In the second half of 2015, environmental protection departments at all levels identified a total of 8 typical cases of illegal activities, all of which have been transferred to public security organs for handling, and 10 responsible persons have been sentenced to criminal or administrative detention. The reason why enterprises can engage in fraud indicates that there are loopholes in the current environmental protection online automatic monitoring network. I have learned that some companies have purchased counterfeit equipment, leaving room for data forgery and tampering, in an attempt to get away with it. The environmental monitoring data released in some places does not match the intuitive feelings of citizens, and sometimes there is even a significant contrast, which is also related to this loophole. For many years, it has been an open secret for some places to falsify environmental testing data. Just like some recent incidents of discharging pollutants into deserts or rivers, they are all knowingly illegal. In my opinion, behind these companies' fraudulent behavior, there are local environmental protection departments; ldquo; Open one eye and close the other; rdquo; Not taking any action, and even actively cooperating with fraud to demonstrate achievements in pollution control. This approach not only destroys these monitoring technicians and environmental monitoring station managers, but also shakes the foundation of the entire environmental monitoring data and undermines the credibility of the environmental protection department.
